 * Hi, is there a way that when there is no image it can select the same image every
   time instead of selecting a random one?

 * If the post holds multiple images within the post, you can choose the first image
   as a featured image, but there’s no way of choosing the same image if the post
   doesn’t hold any image. Instead, you can manually add featured images from the
   media.
