RSS button link stopped working

I am just setting up a WP site and had this question. The feed works fine and the wp-rss2.php file is fine. I have a button that came on my theme that is labeled “RSS”. Clicking this used to bring up a page with the code in the rss2.php file. Now, clicking just opens another copy of the main page, url ending in “#”. What might cause this?

I did not change the following code, but I don’t understand it and, because of the “href=#” part, I think it is what is referenced when you click on the button?

Can anyone point me toward what might be going wrong. Also, I don’t understand the “#” part of the code? Why isn’t the full url in there?
