Rich Editor not appearing after 2.1

I have WordPress 2.1 on running on my own computer and another copy online

The localhost has the feature editor, I have a tab that lets be go between Code and Rich (new feature with 2.1)

The online that I upgraded from 2.0.1 has the rich editor.

Now, I’m trying to put up another blog, on the same server, wordpress 2.1. The Rich editor isn’t there. I’ve also tried it on my 1-click install on Dreamhost, same thing! I thought, maybe it’s my browser and i tried it in Opera. Same thing!

I know in the older version, you have the option to turn this on and off, but 2.1 doesn’t have this feature.

How do I make that feature rich editor show?
