"Review by Verified Owners only" problem in WC 2.1.12

    Hi,

    What I am using:-
    WooCommerce 2.1.12 in WordPress 3.9.2

    What I did:-
    Under WC > Settings > Products I ticked both ‘Only allow reviews from “verified owners”‘ and ‘Show “verified owner” label for customer reviews’. I also disabled comments from non-logged-in users under WordPress > Settings > Discussion

    What I expected:-
    Only logged in users who have ALSO purchased a WooCommerce product will be able to leave comments on that product. When they do leave a review, there will be a “verified owner” badge attached to their review.

    What I got:-
    – A non-logged in user was told they had to login before leaving a review. This is desirable.
    – A verified buyer was able to leave comments and the “verified owner” badge / label was attached to the review. This is desirable.
    – However, a logged in user that is NOT a buyer of that product was also able to leave a review. Only that the “verified owner” label was not attached to that review.

    I think something might have broken in a recent update. Can you please help? It is very important for me that only verified buyers can leave reviews on products.
