The update to 9.7.1 changes the way the address update on the cart page looks, with the placeholders removed and written above the input areas and the dropdown arrow icons uncentered and all over the place.
Is there a simple way I can revert back to how it was using some css or something?

As you can see the version before the update is much tidier and the dropdown arrow icon is cleaner and centered.
I am sorry to hear that the update to WooCommerce 9.7.1 changed how the address fields appear on the cart page—especially with the placeholders moving above the input fields and the dropdown arrows looking off. That definitely sounds frustrating.
Just to narrow things down, have you tried rolling back to version 9.7.0? That would help confirm if the update is causing this. You can use the WP Rollback plugin to easily switch back and test.
Also, sometimes issues like this are just caching playing tricks. I’d recommend clearing your site’s cache at the server level, any caching plugins you might be using, and your browser cache as well. That’s often enough to fix layout issues after an update.
The change actually happens when updating from 9.6.2 to 9.7.0, I reverted back to 9.6.2 to fix the issue hoping it might be addressed in the next update (9.7.1).
Are you able to confirm that the change isn’t standard and therefore likely a setup issue ie. theme or plugin conflict?

I tested WooCommerce version 9.6.2 and the latest 9.71. On both versions, my Checkout page that uses Checkout shortcode is showing the same result. This site has Twenty Twenty-Five theme and only WooCommerce plugin active.
I have tried to replicate this issue on my end, and I was able to reproduce it. The placeholder is being replaced with the field label. However, this is not actually a bug—it seems that, in the new update, the placeholder is now being replaced by the field label, which is why it appears above the field.
Also, I can see that the dropdown icon is appearing correctly in the center.
This will allow our developers to review whether this behavior is intended in the new update or if it is a bug. If it turns out to be a bug, they will definitely work on a fix as soon as possible.

I guess it’s a design preference rather than an issue… can’t say I agree with the change, but as it’s a feature rather than a bug I’ll look at ways to customize it from my end.
