Restricting access to posting based on members' postal code.

Greetings,

I’m trying to build a physical community website. I need to restrict access to posting ability to only those who live in a specific area defined by their postal code. Is that possible? I have the KLEO theme that includes Paid Memberships Pro but I’m not tied to it.
