Actually, it should be the other way around – you are trying to use Restrict Registration for WP-Members with WP-Members.
Since that’s not my plugin, I don’t know what to tell you other than you need to seek support from the developer.
I do have a white list extension for WP-Members but it is only available to premium support subscribers.
Actually, I did get it to work after much searching, but I greatly appreciate that you took the time to respond.
It was an issue with the restrict plug in, not wp members. I was considering upgrading wp-members, but the fact that it does not block pages built with page builder is a problem for me.

Page Builder (and other similar plugins) don’t store and deliver content in the WP $content variable but use post meta values instead. There is post on the premium support site that describes how to handle this (http://rocketgeek.com/filter-hooks/blocking-content-from-builder-plugins/ )
