Most probably the theme has hardcoded font sizes.
There are Font resizer plugins that do work with those themes.

The fonts are not hardcode for menu, we are using salient theme.
The whole site its working except for menu.

I am quite confused which theme that is. It is the one from https://salienttheme.info/ ? I see it uses the slug for generatepress, which is another theme from wp.org and https://generatepress.com/premium/

Even if it is prorietary licensed, it should be okay for debugging purposes.

I see the a elements in the menu have a fixed font size of 14px, so that makes it not follow the font-size for the body element.
You could either talk with the maintainers of the theme to use rem font sizes, or use a different plugin for font size and accessibility. Sorry to tell.
