 * Whenever someone comments on one post the comment count starts out as number
   1. Then when I blog my next post and someone comments on that, the comment starts
out at number 2. Is there anyway that every comment starts out at number 1 on
   every blog post.

 * Which comment count are you talking about? Are you talking about comment ID?
Because that ID is for database purpose, each of them has to be unique, no duplicate.
If you just want to number the comments, you could do something like this.
    - this is comment one
    - a second comment
    - last but not least
    - To get something like this
 * 1. this is comment one
    2. a second comment
    3. last but not least
