Sorry wasn’t able to catch the staging site before it got suspended, I’m much more confident now it’s an incompatibility issue, I’ve tried the exact same settings on a fresh WP/WC installation, and wasn’t able to checkout (even selected Italy to test).
If you’re using any plugin that customizes checkout page (like a page builder), can you try resetting it or use the out-of-the-box checkout page and test?

Okay. I reset the test site here: https://test.effata.it/
The settings are the same. I indicated that the VAT number is mandatory only in Italy. I then tried placing an order by indicating Italy as the country and the system allowed me to complete the order without entering the VAT number.
There are no other plugins active.
If you indicate an email I can create an admin account.

I have a question: is it possible to set the countries where EU VAT is mandatory, but only if you fill in the “Company” field?

Sorry for over-looking this, it’s actually there, under Frontend options >> “VAT field will be”, then select “Required if customer fills the company field”.

It seems there is a bug in that option with a recent WP or WC update, will fix this in the next update and let you know.

Actually, I would like to understand if you can handle both possibilities: requesting the field only in some states AND only if the company field is filled in.
@greghy no, currently this is not possible, it’s either or.
I will probably soon revamp that section and offer mixing options.
