I’m glad the plugin is useful to you! Regarding access to plugin notes by role, the only user role that can currently access plugins (and therefore plugin notes) is an Administrator.
All other user roles (Subscriber, Contributor, Author, and Editor) cannot see the plugins page. If they go here: /wp-admin/plugins.php, they get: “Sorry, you are not allowed to access this page.”
Beyond that, my plugin checks to make sure that the user has the activate_plugins capability before it renders the plugin notes, and that capability is only available to Administrators.
So, as far as I can tell, the plugin already does what you’re looking for. Let me know if you have any questions.

@jamiebergen Hi, Thank you for your feedback! I checked again on 1 of my websites, user who has “Author” role still can see plugins’ notes 😀

@gianghl1983 I just tested on a clean install of WordPress, and the Author role is not able to see the plugins page. This is supported by documentation here: https://wordpress.org/support/article/roles-and-capabilities/#author
Can you provide more information about where this user is seeing the plugin notes? And are you using any plugins that would alter user capabilities?
@jamiebergen I am using 2 plugins which may affect to user capabilities:
1/ Admin Menu Editor
2/ User Role Editor by Members
It may be the root of the problem, I will check later :D.
