replicating a wordpress blog

When trying to replicate a blog by copying all the tables and changing each’s prefix, as well as changing the prefix in the wp-config.php file of a copy of the blog, I get “You do not have sufficient permissions to access this page.”

is there a better way of doing this short of reinstalling and recreating the posts? Anyone know what triggered that error? The origional install works perfectly.
