Rename images with multibyte characters will cause error 404 not found

I enabled “Rename Slug” option. When I rename an image with multibyte characters in title such as: 攻殻機動隊 STAND ALONE COMPLEX O.S.T.

The desired filename shown as %e6%94%bb%e6%ae%bb%e6%a9%9f%e5%8b%95%e9%9a%8a-stand-alone-complex-o-s-t.jpg, but after renaming the image will not be found on the server (Error 404).

I also tried it on my localhost, it seems that the filename is renamed correctly (%e6%94%bb%e6%ae%bb%e6%a9%9f%e5%8b%95%e9%9a%8a-stand-alone-complex-o-s-t.jpg), but the image cannot be displayed in my browser.
