Remove Tooltips for Specific Roles

I’m using 3.5 MultiSite.

I want to remove tooltips that show up when they first login for a lot of my network users because they don’t need to mess with SEO settings anyway.

What’s the easiest way to do this?

I suggest this be part of Network Settings…
