You can create custom post in wordpress posts section and insert there gallery with shortcode, in the case if you using classic editor or using Gutenberg gallery block, if you have gutenberg editor enabled on your page.
Settings of the post you can customize inside this new post to manage view using regular wordpress tools.

Actually you can turn off it globally for all posts in wordpress settings.
You can use some disable comments plugin, for example, something like this: https://wordpress.org/plugins/disable-comments-rb/
Unfortunately in current gallery version we don’t have such options for modification of the gallery post options, that’s why as alternative solution you can use some regular wordpress post with gallery shortcode or gutenberg block , in the case if you have gutenberg editor.
With regular wordpress post you have more freedom with configuration, then with the gallery post.
