That error indicates that Jetpack is not connected to your site at all. I have confirmed that on my end from https://jetpack.com/support/debug/
Try using these instructions to get Jetpack installed once again.

This is strange.
Jetpack is installed, and give me all kind of statistics but it does not work like it used to.
When i try to reinstall jetpack i can’t do anything with it.
I can’t deactivate or delete it.
The message i get is: Jetpack av WordPress.com is automatically managed for you.
So i can’t really reinstall it here.
I don’t know where to go from here.

Ah, I see that is managed by your Business Plan on WordPress.com.
In this case, I recommend reaching out to their live chat support at https://wordpress.com/help/contact where they’ll be able to walk you through this. 🙂
