I’m having similar problems. For some categories the short code pulls all items with the same slug and others don’t despite use of the same short code formula.
Weird. I hope there’s a fix.

Hi there,
While you can add upsells and cross sell products to the linked products tab, Related products use products that share the same categories or tags. Could it be that the product only has one other product that shares the same category or tag? That may be the case. I’ll have to check on that.
I’ve also encountered another problem that may be a bug.
Sometimes the cross sells or up sells that I put in don’t show up. I’ll add 2 or 3 things and one just won’t show up on the products page.

Hi there,
The Up-sells items display randomly on the product page, so you might have to refresh the page a few times to see all of your added Up-sell products appear. If you are convinced that Up-sells aren’t working correctly, please temporarily activate a default theme like Storefront or TwentySeventeen and test again. Since your theme template dictates the display of Up-sells, it’s possible it’s affecting the display of up-sell products.
