 * I have site for a summer camp, and I’d like people to be able to register online
   in a form that will insert it into a database which is
    online as well. I know
   MS access decently enough. Can I host a web based database somehow? thanks

 * There are many plugins that will allow this, but it’s difficult to name a particular
   one, because you haven’t specified what you want to do with their information.
   WP does this automatically with subscribers, contributors, etc.

 * The goal is to use the db for storing the campers data and for querying data 
   from it.
