Registering – How is that done?

We frequently get “New User Registration” notices. How are people able to subscribe to us by that route (we’ve tried as a means of finding out but without success).

Should such registrants ever be of concern? We ask because they often have gibberish seeming IDs and addresses, which makes this wonder if this is a form of spam or hacking.
