This is not an issue, but a customisation. WP requires an email address for new registrations so I’m not sure how you’d implement this. Remember; WordPress handles the account system, not WooCommerce directly.

Ignore WooCommerce for a moment. If it cannot be done in WordPress, it cannot be done in WooCommerce. They use the same account system.
Accounts don’t require email address, just user names.

But I cannot advise you how to make this customisation to link user to mobile number. You’ll need a username regardless.
