 * Link the pdf file to the contact form.

 * Sounds like a member only content type of thing. There are plugins, including
shopping cart plugins that capture email address for the purpose of building
a newsletter list and then forward the user.
 * I would start by searching for membership and paid content related plugins. Within
their features they will have something like what your looking for.
 * I’ve never setup a website that does as you ask, please let me know what solution
   you find 😉

 * When the form is submitted, it could take the visitor to a page confirming the
outcome. The PDF file could be on that page.
 * The actual “How” is web language related and technical but I think there could
be a plugin out there that does what you want using some simple settings.

 * Ideally you need to use a form (other than the contact form) so that after filling
the form, the user is automatically directed to the pdf or any page you like.
Have you got such a form setup or do you want to use the normal contact form
so that after the user fills it, you will direct her/him to the pdf?

 * I said I think there could be a plugin for this. Let me change that to there
are plugins that can help with this. I’ve just not used any to remember specific
   names.
 * I purchased a premium plugin for creating a membership website and didn’t even
use that but there will be free plugins that will help you. It’s just a case
of having the download link/button on a post which is restricted unless the user
   performs an action.

 * This plugin should help
 * This in turn requires two plugins, Contact Form 7 & WordPress Download Monitor
   plugin
