Reduce space above and below logo/nav area

I love this theme (and all the Styled Themes, I’ve used 3 of them). I read the other thread about this question and that person was told to edit this in the child theme:

#cir-site-header {
padding: 2em 0;
}

I added this bit of code to my child theme but am not sure what to change.

I would rather have used the Title/Tag line feature, but couldn’t get it all to fit on one line, so I had to create a wider logo and put it in as logo only. If you could tell me how to make it all fit (and to make the font for the Title larger and bolder as well as enlarging the font for the tagline and have it sit below the logo, I’d be LOVIN’ IT!)
