Redline theme & 'few how to do' questions

    I am using redline theme (wp 3.8), the site is found at tnvaoa.com/index2.php.

    How to bring the menu (which is now located above the banner), under the banner?

    I am just building this site. I don’t want others see the website online as it is now. Just i need to put a error or under construction page. How to do this? Is there any maintenence mode in WP?

    How to remove the default “leave a reply” box when others viewing posts.

    How to remove the tags box which is found at the bottom most part of site.

    In the menu i want to add sub menus, (when hovered, the menu should appear), how to do that.
