Broken thank you page redirects are generally caused by Javascript errors on the thank you page. I can assist in debugging, if you provide a working URL to view.
I am having this same issue.
https://www.generalcontractor.com/contact/ directs to:
https://www.generalcontractor.com/contact/#sf_form_salesforce_w2l_lead_3
There were no errors on the Thank you page:
https://www.generalcontractor.com/thank-you/
And in fact I even removed the “redirect to custom thank you page” as an option and I am still getting this issue.

A hash is just a bookmark to the form on the page, it’s not the issue.
This used to be caused by a field called name but you’re using the version with the fix (it becomes sf_name) so that is not likely the issue.
Try it with a bundled theme and let me know if the issue persists or not…
I am new to WP. I am using the twenty nineteen theme. I am not sure what a bundled theme is. Do you have a recommendation?
