I am having a similar issue. I have a site we took over that used to have all .aspx at the end of the url, and none of the redirects are working. Google still finds those old pages, and I am losing traction on the search engine. The above article has nothing to do with this issue. I’m not talking about a PDF here, actual pages.
Example:
https://www.michaelmarcusdds.com/AboutUs.aspx
should redirect to
https://www.michaelmarcusdds.com/about-us/
But it doesn’t. just takes me to a 403 Forbidden page. This is for every . page on the site as a result of our rebuild when we took the client on.
The PDF link does apply – your web server is probably handling .aspx directly before going to WordPress, which is exactly what happens sometimes with PDF files. I’ve updated the support page to also mention .aspx

When I redirect the following page
http://www.mysite.com/Blogs.aspx?PostID=er4t3er56ry64
to
http://www.mysite.com/caregiving-and-sharing-with-Tom/
It goes to
http://www.mysite.com/blogs/
not to the specific blog with its own ID.
