Redirect still in effect even though it's removed!

I have set up and deleted the same redirect a few times today because I am in the process of putting a site together at the address where it will be live, and was not expecting any traffic at all, so didn’t think developing ‘live’ would be an issue. The redirects worked fine the first couple of times. Now the home page is still redirecting to the other page, even though I have deleted the redirect altogether AND disabled the plugin! What’s the deal?
