redirect loop on wp-login.php

Hi !
I was trying to resolve a memory 1010 issue that cropped up w/ my upgrade to 3.3.1 upon uploading pictures into the media library, and gave a tech at my host (hostgator) my login – after I changed it.
He couldn’t login and either I got bumped out or logged out and then couldn’t get back in.
I don’t get an error message – It just goes into a redirect back to the login page. Also, ‘shake it’ works when I try to give it my email address to retrieve lost password. I (and my host) have checked the user.php and I reset the password on the backend, and it’s all correct as is the email.
It is communicating w/ the database as I do get an error (that shakes) that says password not valid or something (it is).
So another tech, removed the 3.3.1 and downgraded it, as we thought maybe that had something to do with it and it could remove the memory 1010 bug at the same time.
But, somehow it removed my GPP theme and it’s one of the standard WP themes – http://www.birdiebreeze.com/birdiepix and as I cant login, I can make my site look like it should/did.
To make matters worse, I can’t login to my other WP site http://www.birdiebreeze.com and have the crazy redirect loop there, too !!! and that wasn’t upgraded to 3.3.1 😛
Ok…so then, I got this in the mail from one of the techs…
‘It looks as though the trouble may be with the .htaccess file. When it was renamed, the log in worked just fine. Furthermore, it impacts http://birdiebreeze.com/birdiepix/ because .htaccess is inherited. ‘
SO, which/where is the .htaccess and is there one that could impact both my sites?
