 * Looking for a plugin recommendation in order to do hover text/link overlays on
   images, specifically, if there is a plugin that can allow for this when using
   column background images.

 * This kind of functionality would not need a plugin, just some basic CSS would
   get the job done.
 * Here’s a tutorial with some more information on adding hover effects via CSS (
   click any of the ‘try it yourself’ buttons to see the CSS code you would add 
   to the ‘Additional CSS’ area of Customizer, and the class to add to your images):
