If location data is added manually (like a country field) or imported from another source, TZO won’t function for those contacts. In such cases, or if an IP address is missing, the system defaults to your store’s time zone.

This means that at the time of signup, the system detected a UK-based location, either because they were physically there or possibly using a VPN to mask their actual location.
