Recently bought site won 't work

Assuming the original site was WordPress, just copying files to another host does’t work. WordPress runs off of a MySQL database, and the data has to be transferred over, and the wp-config.php file has to be reconfigured. And this is just for starters. You also have to repoint the Domain DNS to your new host.

Did the guy transfer over your database as well?

You will still need to replace the old URLs. Once you’re able to access your WP admin area (I’m assuming you can’t right now because the DNS changes can take up to 72 hours to take effect), download & install Velvet Blues Update URLs plugin to change over occurrences of the old domain name to the new one.
