 * i check the astra v 3.8.0 and 3.8.1 ,
    the Recent Posts’s link does not show 
   as blue but black, is it bug or normal ?

 * Not sure why it happens that way when it should not. Please go to the **Customizer
   > Global > Colors** and try re-configure the **Link Color**.

 * do you install clean new wordpress and install your theme ?
    or existing site?
 * i try the issue on different server and domain,
    the same issue on new wordpress
   and install your theme, but no issue on existing site.

    you can try to
   install a new wordpress and install your theme, i think you will find the issue.
