Receiving “has_nexus”:false

Hi,

I cant figure out this issue and I have been searching for hours.
The shop is based in Colorado, when I enter Colorado also as a shipping address the tax is returned but if I select any other State the tax is always zero.

Here is the debug log (I removed the street address for privacy)
