Can you please install one of the popular plugins for upload of pictures with comments? For example, this one: Comment Attachment. Or any other plugin for attachment of images to comments. Next, please test upload of images with comments and see if it will work fine?
Reviews in WooCommerce are based on the standard WordPress comments, so upload of images will be handled in the same fashion. If upload of images with comments work fine, it will mean that the problem is with my plugin. If it won’t, then the problem is related to your server config.
Different hosting providers set up different rules and limits for upload of images. It is difficult to troubleshoot this kind of problems because each web server has different software stack and different configuration parameters.
As a simple workaround, we added a new feature to our plugin that enables customers upload photos and videos directly from aggregated review forms. These forms are hosted on Amazon servers and don’t have any issues with upload of files. Uploaded files are then displayed on corresponding WooCommerce product pages. Please install version 3.27.1 or later of the plugin and try this new feature. If you notice any problems, please let me know.

Can you please clarify what doesn’t work? Did you enable upload of photos and videos on aggregated review forms?
This should be done on this screen: https://ps.w.org/customer-reviews-woocommerce/assets/screenshot-9.png. The option name is “Attach Media (Beta)”.
After you enable this option, send a review reminder for an order and try uploading photos or videos on the aggregated review form generated for this order: https://ps.w.org/customer-reviews-woocommerce/assets/screenshot-2.png.

1.I installed the comment attachment plugin you recommended,while when I submit a review with a photo as guest,it directed me to 404 page on https://mulanwigs.com/wp-comments-post.php
So I assume this is some issue from this page php code?How should I change code?
2.Our store is newly launched,so we want to submit reviews by ourselves manually in order to improve CVT.
Hopefully we need someone who can fix this problem for us.
If you tried another plugin for attachment of files to comments and received the same error, then the problem is definitely related to configuration of your web server.
Unfortunately, it is not possible to diagnose your website without having full access to the web server. Also, I don’t really have knowledge of a system administrator to do this kind of investigation. I am a programmer who can create WordPress plugins but I don’t specialize in server administration. So, I recommended you to get in touch with your hosting support.
There is no errors in wp-comments-post.php. It is a standard file supplied by WordPress.
