Is your goal simply to pick a random user based on your users whole user base?
Will you do this only once or will it be an ongoing award or??

Everyone is new sometime, there is nothing to be sorry about.
You are going to laugh at me but if I had the same requirement, I would probably do it manually. Until it became too much trouble to do by hand, I would probably drop a piece of paper with the username or ID into a container and reach in to draw a winner for each drawing.
Of course the process could be easily automated by a developer. You may even find a random drawing script you could modify for your needs. I could be wrong, I think it would be unlikely that you would find this functionality in a plugin.
