[quotcoll] on a template page?

I’d like to use [quotcoll] — or core that performs this function — on a template page. I want all the quotes, not a rotating single quote. [quotcoll] works fine in a post, but I wasn’t able to have it work from the template.

Is there a way to make it work there?
