Question when uploading my own CSS

Well, I’m going to explain my process of creating a template including the style sheets so you guys can have an idea of where I am at and where I come from. I installed my WP fine on my server. At first, I was using the default theme. Then I decided to create a theme to have my own look. After creating the theme I uploaded the theme into WP, however my navigation seem not to be working properly after uploading. Everything else in my CSS works fine except the navigation which is odd. I even made the styles for the navigation embedded but it still didnt work. The url is PIB Stoughton if you want to take a look. THanks guys!
