Question on Themes and WordPress.org

Hello everybody. This is my first time buying a theme directly from the WordPress theme store. I have created a website for a client before, but he bought the theme through his email and I worked on it in his server and domain.
If I purchase a theme from the WordPress store for my new client, but this time under MY account email (in other words, I will receive the theme files directly to this account), is it possible to install the theme on a WordPress.org site that I create (but is not connected to any server as I work on it from the WordPress.org software application), create the entire website there, and then migrate the website’s files (including the theme) to my client’s current server files?
