 * Can I set the Payment method the way, so the users can choose between Paypal 
   and Stripe when making a payment.

 * Unfortunately, Form Maker plugin only allows having one payment gateway for each
   form. However, you can create a copy of your Stripe form, and set its payment
   method to PayPal.
 * You will need to post the links of these forms, and users will chose the form
   with necessary payment method.
