Quantity Shipping + Bulk Discount

Hello, I’m fairly new with WooCommerce and all its various plugins and variables. I acknowledge I may be in the wrong place and if so, please direct me.
CHALLENGE:
A client wants to offer a Bulk Discount for a DVD they are selling.

Here’s the pricing structure:

Cost per DVD: $14.95
There is a $5.49 fee for shipping and handling + tax.

But for Bulk Orders they offer the following:

QUANTITY DISCOUNT*
5-9 DVDs = $11.95 each + s&h
10-24 DVDs = $9.95 each + s&h
25-49 DVDs = $8.95 each + s&h
50-99 DVDs = $7.95 each + s&h
100+ DVDs = $6.95 each + s&h

So for each quantity of the DVD it’s the price each–PLUS $5.49 for shipping and handling for the first DVD–PLUS $.50 for each additional DVD.

QUESTION: Can that be handled inside WooCommerce? Or do I need an additional plugin to handle this?

If I need an additional plugin, what do you recommend?

I do see the client has a “WooCommerce Bulk Orders” plugin.

P.S. I have currently set up shipping zones for Domestic USA and Canada.
