    I need to bring up an image and overlay a cover block

    I’ve assigned the image a z-index of 999, but it still sits behind the cover. How can I put it on top?

    You’ll hate how simple this is…

    Just set this:

    .fp-image-over-cover {
    	margin-top: -20em !important;
    	z-index: 999;
    	position: relative;
    }

    The position: relative; is the key. Any element thatuses z-index needs to have a position expicitly set. If it doesn’t it just flows in the normal page layering.
