I deactivated the old plugin and installed the new one. I tried it with a scheduled post and this was the notification I received that sounds like it’s working to me: * OneSignal Push: Please try again in 1 seconds. Only one notification can be sent every 1 seconds. It looks like you’re using the Classic Editor so you will need to switch to the Gutenberg editor if you want to debug with it. Also, I think you may see the issue go away if you switch to the Gutenberg editor.
