Could you try uninstalling the plugin and then reinstalling it? Let us know if this does the trick.
Before uninstalling, please, do the following.
1. Please, navigate to the Settings section of the Popup Builder plugin:

2. Turn off the ”Delete popup data” option and make sure to click on the ”Save Changes” button:

This step is a must, in case you don’t want to lose all the popup data you have.
If this doesn’t help, then we would need the system information file.
