[Publicize off] not working with post-by-email

Have been happily using post-by-email and [publicize off] for a long time on a couple of WP sites.
Last month I noticed that the posts had started to be published on a (thankfully test-only) facebook account connected through publicize. It seemed to start around June 23rd.
The post-by-email text was boilerplate so shouldn’t have changed, but I triple-checked it. No problems there. Tried disabling plug-ins and other troubleshooting with no success.
I created a default WP 4.5.3 install with latest Jetpack 4.1.1 (http://onehandoff.com/test-pub/). Default WP 2016 theme, no other plugins, only default Jetpack modules enabled. Connected successfully to google+ and facebook. Still fails.
Post by email/publicize always sends to all connected social accounts. I tried [publicize off] and [publicize facebook] separately and both posts were still published to both g+ and facebook.
Tried social sites that were not connected through Publicize, and they still published to g+ and facebook: [publicize twitter]twitter title only[/twitter], [publicize path].
FYI, the [category] and [delay] tags were properly processed by post-by-email.
