My actual publication time is 04:12, however, the generated news sitemap
(http://www.hondurasnews.com/sitemap-news.xml), displays the Publication Date time stamp as 10:12. I am guessing this is the time the sitemap was generated? Regardless, is there a way to specify to use the actual publication time?

The dates in your GN Sitemap are in GMT (universal time) not local time. Google knows this and will translate that time (back) to local time which is different for every reader from around the world.
