Property Crowdfunding with static price

I’m doing a site for crowdfunding for property investments
Is it possible to modify the plugin to have a different but static amount that is payable but still downgrade the goal amount according to the sum pledged.
The reason is that the PayPal fees can be quite high for the amount pledged.
So introducing a lower, but static, non-refundable ‘investment fee’ that is paid when pledging the amount will reduce those fees.
(The pledged amount can be payable by direct bank transfer later, outside of the site)e.g
Having a property for crowdfunding with investments levels of £5000, £7500, £10.000, £15.000 but will pay only £50 via the site (Investment fee) but still downgrade the remaining amount according to the selected investment level.
