BP Profile Search does already work that way.
If you search for Language=English, Animal=dog, City=Miami, you’ll find all those members that speak English and like dogs and live in Miami.
Did you make a search that didn’t provide the results you expected? If so, could you please report that specific search here?

for exmaple:
User 1 is signing up on my website and selects Language=English, Animal=Dog, City=Miami.
When i search for Language=English, Animal=Cat, City=New York then i find this person to when only 1 category matches with her/him, but i want that i only find the person when all these 3 “categorys” match with each other
That should not happen, all the three fields should match!
Are you sure that you have the latest BP Profile Search and that nobody modified it?

Thank you for letting me debug the issue on your test site.
For other interested readers, the problem was caused by an incorrect selection in the “Form Action (Results Directory)” drop down list. That list used to show all pages, instead of the available Members directory pages, and it was easy to make an incorrect selection.
This has now been fixed in BP Profile Search version 4.4.3.
