Profile read-only access by non-users

Hi:
Before purchasing, I do want to ensure that I can do the following:

1. Me (as Administrator) can add new files to the profiles (Blood type, doctor name) with text, date or other types of fields.
2. Registered users can CREATE profiles using a specific QR Code (that I provide to them).
3. Registered users will be prompt to login with their own password (to that specific QR Code).
4. Users can update their information and select if the information will be shown or not to NON-REGISTERED Users). Let me explain: I’ll provide a card with QR Code where (in case of accident) anybody can scan with an smartphone and read the information READ ONLY of the registered user.
5. Subscription will be made on a yearly basis, so after that period, User will be block until I (administrator) renew the subscription to activate the specific QR Code.

Is it possible with this or any other add-on (WordPress or Prestashop)?
