Can you please give us more details of this issue.
What happens when you try to upload pictures.
Do you see any errors?
Please attach the screenshots if possible.
This issue can be due to some conflicts with your theme or one of your plugins.
Please do a quick conflict test and see if this issue goes away.
Here is the doc on how to do a conflict test if you are not sure how to do it.

What theme do you use?
Have you tried to disable plugins and test this on your theme so we can rule out conflicts with one of your plugins?
