Profile Picture and Cover Image Issue

I’ve set the default profile picture for users. But whenever a new user is registered, the profile picture doesn’t appear. I have to manually change their profile pictures which is too much work.

Second, doesn’t matter what size of cover picture I upload. It always goes down covering everything. I mean it doesn’t stays within the limit of a cover picture. Instead, it covers the page.
