Profile not uploading

Cloned test site.

Used these links as a reference:

Tried all this:

Deactivated all the plugins and themes. Cover photos upload ok.
Images through media library upload ok.

Profile picture still not uploading.

Thinking about doing a fresh install, but want to consult first before proceeding.
